Which Advertising Network is the best for Local Businesses

Hello again
I recently been driving business to some of my local businesses using Advertising Networks.  I found that it is very difficult to get that exact area we are targeting using Admob. What the problem seems  to me is we can run adds on all cell phones for the whole state but until now could I get the area. You Guy's know what i am talking about you probably seen the adds on your phone a million times. You know those little adds on the bottom or top on your phone when you go on a app.  If anyone had any success doing this let me know!
